Developer to build web based data portal

Our company is looking for a freelance developer or small development team to build a web-based data portal.

The portal will allow users to:

• Upload datasets (Excel, CSV, XML, etc.)
• Process and validate the data
• Store it in a fast and affordable SQL database
• View and export reports (to screen and Excel)

The solution should be built using C#, ASP.NET, JavaScript, and HTML, and designed so that our internal team can extend it later.

2. What We Expect

Main tasks:

• Propose a technical architecture (including database choice and hosting setup)
• Build the portal front-end and back-end
• Implement data upload, processing, and reporting functions
• Set up a DevOps or similar environment for easy deployment and future development
• Deliver clear documentation and a short training session for our team
• Suggest ideas for layout, styling, and user experience

3. Scope of work

The selected consultant will be responsible for:

1. Architectural Design
• Propose a technical architecture suitable for scalability and cost efficiency.
• Recommend a SQL database technology (e.g., MS SQL, Azure SQL, or alternative) optimized for performance and cost.
• Design with modularity and extensibility in mind.
2. Portal Development
• Develop the web portal using ASP.NET (C#), JavaScript, and HTML/CSS.
• Implement secure authentication and role-based access control.
• Build functionality for data upload, validation, transformation, and storage.
• Develop interactive dashboards and Excel export features.
3. DevOps & Deployment
• Propose an approach using DevOps, Azure, or an equivalent environment that supports CI/CD.
• Ensure the environment allows our internal team to manage and continue development post-handover.
4. Documentation & Training
• Deliver detailed technical documentation of the system architecture and code.
• Provide a knowledge transfer or training session to internal staff.
5. Design & User Experience
• Propose ideas for layout, styling, and usability consistent with a modern professional web application.
• Ensure responsive design for both desktop and mobile devices.

4. Deliverables

• Full system architecture proposal
• Functional prototype for user validation
• Fully developed and tested web portal
• Documentation (architecture, code, and deployment)
• User and admin training session
• Maintenance and support proposal (optional)

5. Evaluation Criteria

We’ll select based on:

• Experience with C#, ASP.NET, JavaScript, SQL
• Quality and clarity of the proposed setup
• Cost and estimated timeline
• Documentation and training approach
• Design and usability ideas
